Brief on Education:
Mr. Talukder holds an M.Sc. in Development Management from the University of Birmingham, UK and an MBA from Institute of Business Administration (IBA) of the University of Dhaka. In addition, he attended many professional training courses specialized in public financial management in Harvard Kennedy School of Government, Boston, USA, IMF Institute, Washington DC, USA, and other renowned institutions from home and abroad.

Brief on Profession:
He worked in a wide range of government positions in his long illustrious career and served more than 18 years in Finance Division before elevating to the position of Finance Secretary (Senior Secretary). Apart from his long career in Finance Division, Mr. Talukder has served in Ministry of Industries, Ministry of Food, and Ministry of Information. He also worked at Bangladesh High Commission, Kuala Lumpur as First Secretary (Commercial).

Brief on Special Achevement:
Mr. Talukder is the pioneer in budgetary reform, macroeconomic management and introduction of IT in PFM. He was instrumental in implementing Medium Term Budget Framework (MTBF) and new Budget and Accounting Classification System (BACS). He played the key role in introduction of payroll automation for the government employees, EFT for pensioners and automation of National Saving Certificates. He is one of the key contributors in drafting the Public Money and Budget management Act, 2009 and Autonomous Bodies' Surplus Revenue Act. 2020. He also played a vital role in designing the stimulus packages to maintain life and livelihoods during this pandemic. Mr. Talukder has been awarded "National Integrity Award, 2020" for his contribution in the Public Financial Management (PFM).

Brief contribution of the organization:
Finance Division is leading from the front to achieve a high economic growth and maintain macroeconomic stability of Bangladesh through adopting prudent fiscal policy. It has also contributed to uplift the country from LDC to lower middle income country status. Beside this, it has been playing a significant role in simplifying and digitalizing the public service delivery system such as payroll automation for the government employees, EFT for pensioners and automation of National Saving Certificates. For those outstanding contribution in public service delivery system, Finance Division has been awarded the "Public Administration Award (PAA), 2021" and "Digital Bangladesh Award, 2020".
